Mayfield Citizens Group Request Urgent Technical Meeting with ADC

Mayfield households received a letter dated 20th April 2010, from Mr Andrew Guthrie of Ashburton District Council which contained the following text referring to our newly dug well.

“Results of the bore drilling and testing undertaken at the time were reviewed and despite generally favourable reports in the community there was some uncertainty over the sustainability of the bore.”

This statement conflicts with MCG’s technical information which remains that it is a good and stable supply for the town. Locating and resolving the source of this uncertainty to everyone’s satisfaction is a priority.

A technical meeting was requested as a matter of urgency with Mr Guthrie.

Members of MCG water committee will meet with Mr Andrew Guthrie and OPUS (Consultants) at 10:30 AM Friday 30th April.

Individuals also have rights and sometimes they must be balanced against competing interests such as the public’s right to know. Freedom of expression and freedom of the media are inextricably bound. The print media is jealous in guarding freedom of expression not just for publishers’ sake, but, more importantly, in the public interest. In complaint resolution by the Council freedom of expression and public interest will play dominant roles. ” - NZ Press Council

Fair enough, this is the logic they apply in resolving disputes.

Understanding The Ombudsman

Good governance requires constant vigilance by the governed of their governors lest their local or national government impose injustice or harm on the people by innocent or malign neglect of their duties, by unlawful action, or for the private gain of the governor(s) and their favoured constituents at the expense of the people.

Sometimes we as individuals forget that living within a vibrant Democracy brings with it responsibilities and duties. Unless the individual challenges unfair or unjust rule and the means within society exists to lawfully redress injustice, then democracy itself ceases to exist.  If injustice and harm caused through un-remedied error or omission by those elected to govern is allowed to persist it will have lodged itself successfully within the body of democracy, to grow by degree, and act against the interests of the governed.

In New Zealand, if certain criteria are met, the Ombudsman exists to redress peoples grievances as the lawful body to approach for a resolution of issues and grievances especially with local government. The Step and 72 Hour Tests Were Successful

The water taken from Mayfield’s new well passed the step test and the 72 hour continuous test (see previous post).

This is a crucial milestone; now we can start to get our fresh clean water supply set up and running with confidence.

A Mayfield Citizens Group (MCG) water subcommittee meeting 08/04/2010 7:30 PM met to discuss the matters arising from our success in discovering such a good source of water for our community.

Testing Operations Commence (Again) 10th Mar 2010

If patience is a virtue, the citizens of Mayfield have demonstrated it on a biblical scale.

As of the date of this post drilling operations have commenced which will lead to the re-verification of the well already drilled by Smith’s Drilling on Ben Johnson’s land as the future source of Mayfield’s water supply.

Mayfield Water Committee Meeting 21st Feb 2010

The following points were noted.

1. A discussion document has been created called “Mayfield Water Supply Plan”, a central reference for use in discussion with ADC, Ecan, suppliers and contractors. It is a summary of the numerous documents accumulated by members of the committee during the course of research and provides Mayfield Citizens Group with continuity in the event of water committee people not being available at any given time.

Mayfield Water Committee Meeting 12th Jan 2010

First post of the new year and a happy new year to all!

A meeting of the Mayfield Citizens Group (MCG) Water sub-committee was held 13/01/2010; the following points were noted.

  1. Water has been found in a well drilled fairly close to Mayfield fire station and St Johns ambulance station. After pumping the water at the required volume for the proposed Mayfield water supply for 27 hours the volume was found to be more than adequate as was the quality.  The well is now capped and may be subject to further testing, see below.A heartfelt thanks to John Moore and Ted Ralston from us all.

Mayfield Water Supply: Public Meeting Stock Race Or Water Well

The Public Meeting held at the Rugby Rooms in Mayfied on Tuesday evening 28th April 2009 was well attended by residents and council representatives. The Mayor Bede O’Malley, Andrew Guthrie and other council staff, also present were councillors Peter Revely and Beverly Tasker. Interested observers from other Ashburton Districts were also present.

After our citizens meeting on 16/04/09 held at the church supper rooms, it was unanimously decided to request the works be stopped by A.D.C. until a test bore could be drilled in a site chosen by Mayfield Citizens using local knowledge. Continue reading →

To Have Well Water Or Stock Race Water? That Is The Question?

After several meetings with the council and investigations into this issue, here are a few points to consider.

  • Ecan want to close down stock water races and if the Mayfield one is retained it is likely to at a reduce flow.

  • The stock race water quality has worsened in the last 10 years and even it status quo remains with regards to flow in the next ten years it is expected to worsen again.

  • At a reduced flow the water is likely to be more toxic due to run off from farm land and spraying and spreading drift which are normal practices with in a rural area.

  • The filtec membrane filtration which is being trailed with view of in the future to be part of the proposed upgrade of the race does remove bacteria, but in a recent meeting Opus tells us it would not remove chemicals and poisons.

  • The filtec membrane filtration test water as at the moment with the weather conditions is of very poor colour as is the existing supply.

  • Many risks and unknowns involved!

  • Likewise with the proposed test well is drilled.

“…Council considers that it iis appropriate to ensure the entire community is aware of the work completed by council to date on the upgrade and understands the implications of departing from the course as proposed in the recent consultation material….”
